The site houses a series of warehouses, used as storage for Indonesia’s train company (KAI) during the Dutch occupation. Adjacent to its northern and southern boundaries are kampungs, where low income families occupy the land and construct settlements informally. Urban development in Indonesia often exacts a toll on kampung dwellers, frequently resulting in forced evictions. The site has been the subject of numerous redevelopment proposals, leading to the creation of several masterplans. Across these proposed plans, developers and architects consistently advocate for the demolition of the kampung settlements, thereby displacing the residents whose livelihoods are intertwined with the area. This displacement extends beyond physical relocation, contributing to the exacerbation of social and economic disparities. The project addresses this issue by proposing the creation of a transitional space to facilitate the integration of kampung dwellers into the developing urban area, primarily through education and empowerment initiatives. The methodology employed involves mapping parameters related to programmatic connectivity and accessibility based on the types of activities and their perceived formality. This data is aggregated through a discrete assembly method, resulting in a transitional space that manipulates the layering of surfaces, volumes and ultimately, programmes. The architectural outcome is modular yet provides variations in spatial quality. This approach recognizes that the key to sustainable development lies in empowering individuals to navigate and thrive in their changing surroundings. Education becomes a pivotal component, acting as a catalyst for empowerment. Through workshops, skill development programs, and community-centric educational initiatives, the project aims to equip kampung dwellers with the tools necessary for active participation in the broader urban landscape. In summary, the project seeks to address the inherent challenges in the urban development process in Indonesia by proposing a pragmatic solution. The focus on education and empowerment, coupled with a methodical mapping approach, aims to create a transitional space that not only bridges the physical gap but also fosters a sustainable and inclusive transition for the affected communities.

哈尔滨松花江船厂在贯通生态廊道,链接南北两岸,实现文化复兴等方面具有重要的战略意义。本设计对现状各大系统进行了初步分析,总结其在经济社会(产业与社会系统)、物质空间(建筑、景观、交通、公共空间系统)两大层面的基础问题,通过进一步分析哈尔滨特殊地域背景下,由于气候、节庆、人群三个层面的引起的冬夏两季空间需求变化,与不够灵活、缺乏弹性的城市建成环境存在的深层矛盾,将其定位为“可变文娱岛”,并分系统提出可变城市策略,以实现建筑、交通、景观与公共空间的可变性,以期望达成核心问题的长时、短时、瞬时应对。 不变部分——保持总体规划结构不变,包括景观与公共空间格局、道路与公共交通网络、分区与土地控制。规划结构上形成“一脉相承,双核引领,三带连江,四轴带动,五区共荣”的空间格局。景观与公共空间格局不变,延续“三带两廊”衔接原有生态结构,打造四条特色岸线和多功能节点。公共空间格局保留厂房、轨道等工业记忆要素,形成一条重要公共空间主轴。道路与交通网络不变,公共交通网络设置地铁站点、新增场地对外交通和游船流线。道路网络衔接江底隧道和城市次干道,实现与公共交通网络衔接。分区功能与土地控制保持不变,分创意可变体验、创意生产生活、旅游综合服务等六大功能片区。 可变部分——深化城市设计框架,按图街区和底街区划分,其中底街区部分保持不变,图街区则具有更高的可变性,是设计深化的重点片区。景观与公共空间系统上,可变的公共空间结构分为冬季和夏季形成差异性的结构,考虑朝向、日照和连廊系统等因素。可变的公共活动策划包括冬夏节庆和日常四大情景,结合冰雪主题和音乐艺术等,融入生活和文化。可变的活动空间设计涉及江心区域和江岸区域,根据冬夏节庆和水位划分不同情景,提供多样化的活动体验。交通系统上,结合气候和节庆性,提出可变出行路径、可变出行方式、街道划分策略。可变出行路径关注冬季冰面的贯通性以及夏季水面的边界塑造,可变出行方式包括公交路线调整和铁轨利用的变化,以及冬夏船行动态和静态的切换。可变的街道划分根据夏冬季节和节庆日常需求,调整非机动车道和车道的划分。建筑系统上,利用船厂工业遗址改造成时尚品牌筑地、市集车间等多功能空间,根据季节和活动需求进行灵活变化。 这些规划策略将为城市的发展和活力注入新的动力,同时保留了场地的历史文脉和工业记忆,以表达冬夏两季共荣的设计愿景。
